Originally the plan would have been simply to trade Gamora for the stone, but when he developed a genuine fatherly love for her, he adopted Nebula. Had his daughters not abandoned him before he had the chance, the theory surmises that he would have sent them both to Vormir with the intention of Gamora sacrificing her sister.
