John Erik Dowdle's found-footage horror opens with the FBI and police discovering 800 tapes in an abandoned house in Poughkeepsie, New York, documenting abductions, torture, and murders. Though the killer is identified as Edward Carver, his face is never seen on the footage.

Due to the magnitude of Carver's crimes, the authorities vow not to rest until this deplorable sadist is brought to justice. After much investigation, they conclude Officer James Foley and Edward Carver are one and the same. Despite protesting his innocence, Foley is found guilty and executed via lethal injection.

Days later, the authorities learn Carver had planted evidence to frame Foley, meaning the real killer is still out there, hiding somewhere in New York.

Unfortunately, this revelation came to light the same week as 9/11. Unsurprisingly, the New York police don't have the time or resources to track down Carver since they're dealing with the unprecedented terrorist attack. What's worse is Foley's exoneration barely received any media attention, so most of the public continued to believe this innocent police officer is a monster.

Disappointingly, the faux-documentary concludes with Edward Carver never being identified, nor does he receive any form of comeuppance.
