Umbridge may not be the most evil character in the series, but she is certainly the most hated.

With her fierce loyalty to the Ministry of Magic, Umbridge quickly stirs up the long-established order at Hogwarts during Harry’s fifth year. After refusing to believe Harry’s account of Voldemort’s return, she forces him to write in his own blood in consecutive detentions. Far from feeling guilty about such a punishment, Umbridge relishes in the pain she causes her students.

Unfortunately, her sadistic acts only continue. In partnership with Cornelius Fudge, she enforces endless pieces of legislation in order to bring every aspect of the castle under her control, ultimately becoming headmistress when Dumbledore is forced to flee.

Though she eventually gets her comeuppance, she returns in full force in The Deathly Hallows. Under Voldemort’s new regime, Umbridge delights in sending muggle-born wizards and witches to Azkaban as the head of The Muggle-Born Registration Commission.
