It's fair to say that the Avengers have earned the moniker of Earth's Mightiest Heroes during their stretch in the MCU. There isn't a member that isn't a true hero, and they all put their own lives in danger to save the world, and in time the universe, while some even gave their own lives so that others could live.

This, however, wasn't enough for Secretary of State, Thaddeus Ross. He had his own personal issues with Bruce Banner previously, but when he came to the team with the shackles that were the Sokovia Accords, Hulk wasn't even on the planet.

Yes, there were civilian casualties where the Avengers had been before - 74 in New York, 23 in Washington, D.C., 177 in Sokovia, and 26 in Lagos, but what would those totals have been without the Avengers? They stopped an alien army from enslaving humanity, Project Insight would have killed millions instantly, had Ultron succeeded he would have wiped out humanity altogether, and who knows what would have come from Crossbones' bio-weapon falling into the wrong hands?

Had the Accords been in place before any of these events, there wouldn't have been any less casualties. Here, Ross just came across as someone who wanted to assert his authority by applying red tape and rules rigidly, despite the fact that they were unnecessary, and were never going to work.
