Although he is probably the least popular version of the character in all of the Spider-Man movies, Dane DeHaan's Green Goblin - AKA Harry Osborn, who appeared in The Amazing Spider-Man 2 - is actually the most potent in terms of power. The reason behind that is fairly simple - in addition to possessing the same powers that the other versions possessed, he also has an accelerated healing factor, meaning that any damage he does take is gone fairly quickly. He can fly - on a glider that's generally a hell of a lot cooler than those in Raimi's trilogy - and his powered exoskeleton grants him strength, speed and durability that allows him to overpower, keep up with and take shots from Spider-Man fairly comfortably. The serum he took actually made him gravely ill prior to the exoskeleton healing him, but it also increased his natural strength and aggressiveness. He also possesses the usual pumpkin bombs and blades associated with the Green Goblin character (in addition to claw-like fingernails, bizarrely).
