In the face of being trapped in a time loop forever, Dormammu agreed to stay away from Earth. However, there was nothing to stop him from returning when Strange along with half the universe was Blipped, or when the Time Stone was destroyed completely. Instead, the seemingly limitlessly powered Dormammu stayed away from Earth, likely out of fear for Doctor Strange.
