From the moment Caesar (Andy Serkis) was born in Rise of the Planet of the Apes, from the moment he spoke for the first time, and from the moment he rallied the other apes around him, he was destined to be a leader. 

Caesar was universally looked to as the ape to follow, and the one who would lead the apes into a world where they were no longer oppressed. They all walked behind him, and as such, the responsibility fell on him to establish something of a society, something that he did with a number of rules.

Firstly, apes together are strong, and in keeping with that came the law that apes don't kill other apes. However, Caesar himself would break this rule during the events of Dawn of the Planet of the Apes, as he threw Koba (Toby Kebbell) to his death among a pile of rubble.

Caesar was really given no choice, as Koba wanted to be far harsher on the humans left in the world than his leader, and was ready to kill him and start a revolution in support of that belief. It was kill or be killed for Caesar, but that doesn't change the fact that he broke the law.
