In the first films she was in, Bo Peep was nothing more than a supporting character, a childish love interest. They even left her out of the third one entirely other than mentioning that she'd gone. She was just like Mr. Potato Head - a supporting character with a simple personality. But then Toy Story 4 went the other direction and turned her into arguably the second biggest character of the film.
In Toy Story 4, Bo Peep is reinvented as a lost toy who enjoys every minute of it. Rough situations have forced her to be independent, but that's not all there is to her character. She's fully realized and has flaws - a real character. She changes and grows throughout the story.
The reinvention came naturally and is an organic part to the story. Take Bo Peep away and there is no Toy Story 4. She's a critical part to the film. Many SJW characters are met with backlash from fans and the public, but the way Pixar approached the character of Bo Peep was honest.
