5. Merkin Muffley - Dr. Strangelove or: How I Learned to Stop Worrying and Love the Bomb

Another President who got thrown right into the middle of a catastrophic mess and couldn't really do much but try and weather the storm, Peter Sellers' Merkin Muffley not only has the best name of any President real or fictional, but he's a sight more pro-active than James Dale, and actually does make a pains to prevent the end of the world as we know it, even if, as we all know, he ostensibly fails. Muffley is tasked with stopping all-out war after an idiotic commander sends a bomber to blow the Russians to smithereens, a testament to how powerless even the President can be when the cogs in the machine aren't working; after all, even the POTUS is still just one man. So, yes, he gets a sympathy vote of sorts, and he didn't even manage to stop nuclear obliteration in the end, but he kept fighting until the final moment, when most Presidents would probably had fled to their bomb-proof shelter long before, and for that he has to be respected.
