This is not a great franchise for villains. Owen Shaw (Luke Evans), Deckard Shaw (Jason Statham) and Brixton (Idris Elba) were all much better, but Cypher has proved to be a let-down and it's unlikely many could even picture, let alone name, the villains from the first five films.

Unfortunately, F9 has delivered perhaps the worst villain in this franchise's history: Otto (Thue Ersted Rasmurssen), a whiny, bland and irritating European bad guy (how painfully unoriginal) who feels more like a low-grade Bond villain parody than anything else.

His evil plan is stealing yet another dangerous technological device, so he's basically doing what the villains in the last three Fast and Furious films were doing. This makes him even more dull.

It's not really the actor's fault; rather, some very poor writing doomed the character. Still, he barely appears throughout the movie, so at the very least you're likely to forget about him nice and quickly. That'll be better for everyone, most of all Rasmussen himself.
