1. The Tomed Incident

The Tomed Incident is one of the formative events in Starfleet history. We've never actually seen it on-screen, but most will have heard of the Treaty of Algeron. This treaty forbade Starfleet from developing cloaking technology, putting them at a tactical disadvantage from the Romulans.

There was method to this though. Captain John Harriman of the Enterprise-B was part of the team that faked the destruction of a Federation colony. Why on earth would they do this?

Hostilities had been continuing to build between the Federation and the Romulan Star Empire, with the very real possibility of war looming. Harriman engineered a plan to stage something of a pre-emptive attack, framing the Romulans for it, but to avoid war, rather than cause it. When the Empire was presented with fabricated evidence that one of their ships had destroyed a Federation colony, but then discovered Starfleet wasn't looking for retribution, this opened the door to a dialogue.

While the Treaty of Algeron may have hamstrung Starfleet in the cloaking department, it kept the balance of power safe for decades to come.

Alan Ruck's star has recently risen immeasureably thanks to his performance on Succession, and Harriman's legacy on-screen circles his command of the ship that James T. Kirk 'died' on - so this tale of duplicitous heroism may just be the perfect way to redeem him in the eyes of the audience.
