9. Grand Moff Tarkin

One of the key villains in A New Hope is Grand Moff Tarkin. He was portrayed brilliantly by Peter Cushing and was brought back in Star Wars: Rogue One via digital effects. While the effects were a little creepy, there is still plenty to be mined from the character of Tarkin.

Creating a political thriller centred around Tarkin would be the best use for the character. The Empire can be filled with treachery as demonstrated in Rogue One - specifically the relationship between Tarkin and Director Krennic. The idea of having betrayals and political ideologies within one institution is what frequently makes for the best war films, so translating these ideologies across to the Star Wars universe seems like a perfect fit.

Tarkin has already been explored in a novel by James Luceno, but there is still a lot that can be delved into on the big screen: his relationship with Darth Vader, his tactical military mind and an exploration of the Sith Shrine that was introduced in the novel.

Grand Moff Tarkin is one of the key figures in the Empire and could offer some new genres to the Star Wars galaxy.
