This would be a perfect opportunity to insert Sokovia back in the picture. As the lead sponsor of the Accords, they would of course have at least one diplomat attending the meeting, and most likely in the front row. It's not hard to imagine that the country lost yet another notable citizen.

This incident is important not only because of the realism, but also because it would serve to galvanize the country to develop its own line of defense against any threat more quickly. So, when one of their own citizens becomes a powerhouse in the weapons manufacturing sector, Sokovia would be quick to overlook not only Von Doom's age (likely around 22-23 in 2016), but also his heavy scarring and psychological issues as well.
