7. Ozymandias

Ozymandias started out as a superhero who used his incredible intellect to fight crimes alongside his fellow heroes. When the public turned against the superhero community, he turned his intellect to more lucrative matters and built a corporate empire.

In Watchmen’s alternate timeline, the Cold War never ended and continued to ramp up in intensity. Believing the world to be on an inevitable road to nuclear annihilation, Veidt hatched a plan to create an external threat the globe could rally against. Step one in his plan to bring about world peace: brutally murder his old teammate, the Comedian.

One could argue that Veidt's fall into darkness began with his murder of the Comedian, but this was only a single step in a well-established plan he knew would result in the death of millions. Veidt knew he had to kill the Comedian so he felt the death was justified for the "greater good" of world peace... and he may have been right.

When his plan was revealed, he convinced most of his former teammates to go along with it. Ozymandius' actions were evil, but they were done to ensure a positive result, which is why he never felt his actions were wrong.
