In a nutshell, that quote pretty sums up the mindset of Victor Von Doom.

At times, Doctor Doom is happy to take a back seat to villainy, allowing the world to simply tick over as Doom does Doom things over in one of his Latverian castles. But when Doc Doom decides that he wants to stir things up, nobody stirs it up quite like Doom.

What makes Doctor Doom such a fantastic bad guy is that he is so close to having the heart of a hero.

With a unique sense of nobility to him, Victor has his own moral code and has even at times redeemed himself with heroic acts in the comics. Yet, at the end of the day, 99% of the time we see Doom have the chance to do something good but ultimately be the no-good villain we all know and love - opting to cause chaos, instead.

The fact that Doctor Doom combines technology and magic as part of his crazed schemes is enough to make him a prime candidate to appear in so many MCU movies.

With speculation rife that Doctor Strange in the Multiverse of Madness may well be Marvel Studios' way of introducing other Marvel heroes - as in, the Fantastic Four and the X-Men - having a sinister Doom make a fleeting appearance in that movie could be one of the major highlights of Phase 4 ahead of the character being fleshed-out down the line in Phase 5 and beyond.
