How Tracey Walter, a bit part character actor who is essentially a glorified extra, got so much screen time in one of the biggest movies ever is simply inexplicable. Walter was in this movie so much that he managed to earn his own action figure, and this is all despite Walter having the range of something like a radish, and acting about as threatening as a senior citizen with a broken hip. All throughout the film Walter doesnt really appear to be trying all that much. He is so vacant that when he is shot by the Joker despite his undying loyalty, it provokes nothing more than a giggle or a shoulder shrug - when we should really be moved and horrified by just how cold and psychopathic the Joker really is. Maybe the apathy towards the role is part of his charm, but it seems more like a case of miscasting the character, and hoping for the best.
