11 Most Exciting Captain America: Civil War Rumours

5. General Ross Is Coming Back

General Ross hasn't appeared on screen since 2008's The Incredible Hulk. In that movie, he was mostly looking to capture the titular green beast but, when it ended, he was approached by Tony Stark in a bar to talk about the Avengers Initiative. It is now rumoured that the two will work together as proponents of the Superhuman Registration Act in Captain America: Civil War. The act seems like it would be right up General Ross' street, as it's a legislative bill that demands superhumans register as such, in order to make them accountable for any damage they cause €“ and that's exactly what Ross wanted to do with the Hulk (as well as potentially weaponising his power). It is believed that Ross will first reappear in this year's Ant-Man, potentially to meet with Hank Pym about getting him involved with the Superhuman Registration Act - perhaps in a post-credits scene, leading directly in to the Civil War movie which follows it. If that's the case, this rumour will undoubtedly come true and it would be great to see William Hurt back on screen as the stubborn military leader.
