I mean, OBVIOUSLY, right?

This one is pretty much a lock. Mac Gargan - much like Aaron Davis - was introduced in Homecoming, but he never donned his iconic comic book costume or adopted his traditional villainous alter ego. That said, Gargan has done more in the way of setting up the Sinister Six than any other villain on this list. In the post-credits scene of Homecoming, he specifically mentions having "some boys on the outside who'd love to meet [Spider-Man]."

Sure, Mac Gargan is a criminal, and his inner circle is comprised entirely of criminals. He isn't necessarily referring to the Sinister Six - he could just as easily be talking about a group of gangsters and hitmen. But let's be real: he's talking about the Sinister Six. This is the MCU, after all. This is Scorpion. This is a Spider-Man villain talking about getting a group of guys together to fight Spider-Man. We ALL know what that entails.

Even if Gargan doesn't recruit ALL of the Sinister Six, he'd definitely be able to recruit - or at least reach out to - one or two of them. Maybe Kraven? Prowler? We'll have to wait and see.
