Now, there's been no real indication that he's coming to the MCU. The folks over at Marvel have indicated that they're not really interested in treading ground that's previously been tread. That means no reusing villains, but... they're reusing Electro, after all.

If you're obligated to include one villain in a Spider-Man franchise, it's Norman Osborn. He's his GREATEST FOE. He's THE Spider-Man villain (unless you're a huge fan of Doc Ock).

There have been potential hints here and there regarding Osborn's arrival, but nothing that definitively says "Osborn is coming." Between Stark Tower being sold off, and some mysterious "Benefactor" operating behind the scenes in Ant-Man & the Wasp, SOMEONE is making moves. There's no clarification that these two individuals are the same person, nor is there any indication that either (or both) are Norman Osborn, but it would make sense.

It'd also make thematic sense if the person buying Stark Tower was Osborn. Homecoming was about Peter emulating Stark and seeking his approval. Far From Home was about Peter living up to Stark's legacy. The threequel could be about Stark's legacy being usurped and corrupted by Osborn, who takes over Stark Tower and becomes the new bigshot scientist/industrialist in town.
