9. Nightwing
For too long, Warner Bros have ignored the appeal of the wider Bat Family (aside from a planned spin-off starring Chris ODonnell that died with Batman Unchained), and its time to right those wrongs. Its time they sorted that out.
Nightwing still represents the best option: he's grittier than Robin, works better for a spin-off (he doesn't need Batman, because narratively he wants to operate autonomously) and is incredibly cool in his own right.
It's still frustrating that Nolan's trilogy set up the perfect foundation for a Nightwing movie with Joseph Gordon-Levitt that is now impossible, but it wouldn't take too much to establish Nightwing in the wake of the inevitable Batman stand-alone (particularly if they go for the Red Hood angle).
Probability: 2/10
Whether its likely pales into insignificance next to how much its necessary. Unfortunately though, Batman v Superman has apparently tightened Warners focus to safer movies, and throwing in a non top-line hero might be deemed too much of a gamble at this stage.
