9. Noomi Rapace - Lucia Von Bardas
With Nick Fury now underground, and the possibility (however slim) of a stand-alone movie for the erstwhile head of SHIELD in the future - and tied directly into both Captain America 4 as we predicted it and the Secret War comic book event, there is scope to bring in Latveria's second most famous villainous leader, in both human and cyborg forms. In Captain America 4, with Latveria's threat growing, thanks to their harbouring of the returned Red Skull and the false-front leadership of Von Bardas, she could be introduced as an exotic, irresistibly charming leader, darkly charismatic, but obviously sheltering secrets, and after the culmination of that film's events, and Nick Fury's Secret War on her country she could carry off the reborn tech-enhanced version of the Latverian prime minister with considerable aplomb. And there's definitely some appeal in the idea of Rapace channelling the spirit of Alive Krige's Borg queen from Star Trek: First Contact to portray both sides of the character; from cool, calculating politician to devastating, unhinged killing machine.
Who It Definitely Shouldn't Be: Halle Berry. Because no roles should go to her ever.
