With Thanos electing not to kill the God of Thunder, Thor was given a second chance that he never should have had. He had seen the power of the Mad Titan, and knew his plan to snap half of existence into nothingness, and had to do something.

After meeting up with the Guardians, Thor travelled across the galaxy to Nidavellir and took the full force of a star all with intention of crafting a Thanos killing weapon. It nearly killed him, but Thor helped Groot and Eitri create Stormbreaker. When the time came however, he didn't use the weapon to kill Thanos, he used it to wound him.

After everything Thor went through to get his hands on something capable of ending the life of the Mad Titan, and knowing everything that was at risk, why didn't Thor go for the head? Even if he would have just chopped Thanos' hand off it would have been better than aiming for his chest.

Thor had seen first hand the power of Thanos, and knew that he was no ordinary villain. He should have known that a body shot wouldn't necessarily kill him on the spot. He was given a second chance to save the universe and he wasted it.
