Thor's half-brother is definitely a villain: he's spent most of his time in the MCU attempting to kill everyone, enslave the Earth or hand control of the universe to Thanos, after all. But, there is a brief break in his villainy when the God Of Mischief is basically forced to team up with Thor for the forgettable sequel to take down Malekith when he plays up to the idea that he's just a bit naughty.

When he sacrifices himself, that spark of heroism - a definite fan service decision - is irresistible, but then he had to go and spoil it all by taking it too far and only pretending to be dead so he could usurp his father's throne and spark an Asgardian Civl War that threatens to ruin EVERYTHING. So, no, no matter how much you might want him to be classed as just misunderstood, Loki is definitely a bad apple.
