The Leader wasn't wasted in the MCU because the actor did a bad job or the character was badly written. He was wasted because he didn't appear in the MCU... even though he was blatantly meant to.

In The Incredible Hulk, Bruce Banner meets up with Samuel Sterns, a scientist trying to cure him of his Hulkness. When Abomination knocks Sterns over, he is exposed to gamma radiation, swelling his cranium to tremendous size.

Anyone familiar with the comics knew this moment was setting up Sterns' transformation into the Hulk's arch-nemesis, The Leader, in a sequel. Sadly, the movie bombed, causing the follow-up to be scrapped.

I know what you're thinking. This film came out in 2008. Nowadays, the MCU is the most lucrative movie franchise ever. If Marvel Studios made a Hulk sequel, it's guaranteed to be a hit. Why don't they make a follow-up now with Sterns returning?

Unfortunately, the rights to distribute a solo Hulk film belong to Universal, not Disney or Marvel Studios. Since Marvel don't have the authority to release an official sequel, The Leader appears to be stuck in limbo.
