11. Rhino
Rhino almost didn't make this list, since he already had a (quite embarrassing) live-action outing in The Amazing Spider-Man 2. He only ended up making the cut for two reasons:
1) His appearance was so inconsequential and so laughably bad that nobody would bat an eyelash at a new version popping up. Frankly, you'd be forgiven for forgetting that he was in the movie, at all.
2) His silhouette appeared - along with a few others - in the sky at the end of No Way Home. That could very well be a clear and deliberate tease by Marvel and Sony regarding their plans for the character.
Now, look: is Rhino Spider-Man's best villain? No. Is he even in the top 10? No. Be that as it may, Aleksei Sytsevich is a staple of Spidey's rogues gallery, and he's a good physical foil for the web-head. If we do see him, he'd almost certainly play more of a henchman role, rather than acting as the movie's main antagonist. He could very well play second fiddle to some of the other foes on this list.
