Spectre ends with Blofeld captured but Spectre presumably still in some form of operation, and more to the point, there are presumably members of the company still out in the field that we don't know about, aside from Le Chiffre, Silva, Dominic Greene and so on. Why not introduce at least one of them as a secondary antagonist? Bring in a much-loved name actor and you've pretty much got your henchman sorted, someone lower down the food chain who nevertheless has an extremely imposing presence. Given that the only significant members other than Blofeld we know much about are pretty much all dead, it'd be an easy way to emphasise the pervasive, threatening nature of the organisation.
