9. Roman Sionis a.k.a Black Mask

Black Mask is one of Batman's primo villains; he's an powerful Gotham crime lord who was driven essentially mad by his parents' neglect. Sionis also has a lifelong vendetta against Bruce Wayne himself which began in childhood when his parents forced him to socialise with Wayne in order to curry favour with Gotham's first family. Given the fact that Black Mask possesses no superpower to speak of, other than an inability to accept responsibility for his own mistakes, I'd have pegged him to be perfect for Nolan's franchise, and was disappointed when he was overlooked. He's the son two of wealthy Gothamites who, after they refused to accept his fiancee, murders them both by burning down the family home. After he then runs his father's pharmaceutical company into the ground, he rebirths himself as the Black Mask and sets his sights on Gotham's criminal underbelly. In the comics Black Mask amasses a network of criminals that he calls the False Face Society with which he causes a massive crime wave in Gotham, while simultaneously targeting those he feels wronged him. When Batman discovers that Bruce Wayne is one of Black Mask's next targets, he's forced to use
himself as bait. I'm quite confident Black Mask could sustain an entire movie as the central antagonist. Not only that, I actually think he could potentially end up as one of the better Batman villains in the movie franchise, provided he were treated with the proper level of respect by the studio of course.
