It wasn't - it actually amassed a pitiful $139,000 at the box office, having cost $10 million to make, because nobody saw it. It's about a student's attempts to get his whole school high in order to invalidate an upcoming drugs test that would otherwise see him expelled. The poster cleverly depicts a classic multiple choice exam filled in to create the shape of a marijuana leaf, while the part of the test where one would fill in their name is filled in with the name of the director.
