Death Proof certainly isn't one of Quentin Tarantino's greatest movies - in fact, it could well be his worst - but you could argue that this is a predictable consequence of what it was the director was striving to achieve: an homage to the cheap thrills of late night exploitation movies, low in budget and depth but high in shlock value entertainment. After the dialogue-heavy first half audiences are treated to the psychopathic antics of Stuntman Mike, played by Kurt Russell clearly relishing the role. It's only when the cars hit the asphalt that Death Proof really picks up the pace, and whatever character and narrative shortcomings existed slide by the wayside.
