12. Dormammu

While Dormammu may seem like a natural choice of villain for Doctor Strange's upcoming movie, it still hasn't been revealed whether or not he's going to factor into that Phase 3 release or if he's being saved for something bigger. The ruler of the Dark Dimension is such a great villain that using him as a one off foe like so many other forgettable Marvel baddies would be a massive mistake on the studio's part, that's for sure. However, with Mads Mikkelsen cast in an undisclosed villain role in Doctor Strange, I'd be willing to bet big money on that being Dormammu. Very much like Thanos in The Avengers though (or even Supreme Leader Snoke in Star Wars: The Force Awakens), I picture him as being a looming threat we only get a few glimpses of before the Sorcerer Supreme foils his plan to invade the Earth. That would not only nicely set the stage for Doctor Strange's sequel, but quite possibly for Dormammu to take over from the Mad Titan as the looming threat which Earth's Mightiest Heroes must prepare for. That brings Doctor Strange into the world of The Avengers in a fairly seamless way, and of the two fiery bad guys listed here, this one should definitely be a priority for Phase 3.
