15. Mephisto

With Avengers: Infinity War serving as the conclusion of the story which began when Joss Whedon first revealed Thanos' grinning face at the end of The Avengers, the Marvel Cinematic Universe needs a new big bad, and it's kind of hard to beat the devil himself! Despite becoming somewhat infamous for being the one responsible for ending Peter Parker and Mary Jane Watson's marriage, Mephisto is a villain with a lot of mythology behind him, and both Doctor Strange and Thor: Ragnarok feel like natural places to first bring him into this world. The latter seems more likely, but seeing as Mephisto isn't the literal devil, he could just as easily be reconfigured for a role in a movie like Guardians Of The Galaxy Vol. 2. Putting thoughts of a new big bad aside though, and there's every chance that Mephisto might instead be utilised as a one off villain along the lines of Malekith or Ronan. Either way, he's a character who unquestionably deserves the big screen treatment, and with Marvel clearly beginning to explore a new side of their universe in Phase 3, the next few years definitely feel like the right time to make that happen.
