12. Charred Brock Rumlow (Captain America: The Winter Soldier)

Following the dramatic final battle at the end of Captain America: The Winter Soldier - which saw Steve Rogers and Bucky Barnes fighting each other while Sam Wilson and Brock Rumlow had their own personal battle - the Triskellon and various S.H.I.E.L.D./HYDRA Helicarriers were destroyed. As a result of the destruction, Rumlow - a double agent for HYDRA - was badly burned, left unconscious and hospitalised. He is set to return in Captain America: Civil War - and he'll be in a more familiar guise. He will be Crossbones - a key enemy of Captain America in the comic books and a masked villain with energy-based powers thanks to exposure to the Terrigen Mists. Whether or not he will have powers in the Marvel Cinematic Universe - or if he will obtain them in the same way if he does have them - remains to be seen, but he will no doubt return with a vengeance to take out Captain America in the Civil War movie and you can expect him to be a much bigger threat that he was previously.
