There are a handful of villains that have appeared at the beginning of an MCU movie, served their purpose in regards to the wider overall narrative, and then been unceremoniously killed as soon as their usefulness ran out. This happened to Brock Rumlow in Civil War.

Fans of the comic books were very, very excited to see a live-action version of Crossbones ever since the Triskellion fell in The Winter Soldier, but his time in Civil War was short. He didn’t make it past the opening scenes, being there only so Wanda could kill some innocent people in Lagos.

The setup was that Crossbones was in Nigeria looking to take a biological weapon from the Institute for Infectious Diseases. He achieved this relatively easily, and the substance itself appeared to be very volatile. Apparently just dropping it on the ground would have been enough to cause casualties.

The first question Cap asked Rumlow when he caught him was about who his buyer was, but he never got his answer. As Rumlow began talking about Bucky, the whole thing was completely forgotten. Even now, there has never been an answer to who was behind the heist, and though not impossible, it seems very unlikely that fans will be getting an answer after all this time.
