There were a lot of factors that led up to the ultimate ratification of the Sokovia Accords. Of course the collateral damage at the some of the Avengers’ biggest fights, but there was more to it than that. If Tony Stark hadn’t been on board, Secretary Ross never would have even been allowed inside the Avengers compound.

What truly got to Stark was the story of Charlie Spencer, the young man who had been building sustainable homes for the poor in Sokovia when the Avengers showed up.

In his own words, they dropped a building on him while they were kicking ass. It was Charlie’s mother, Miriam who spoke to Tony after he addressed the students of MIT. She told him that her son was dead and that she blamed him. It was a powerful moment, and orchestrated perfectly by Miriam herself.

She was waiting outside the elevator, but hadn’t pressed the button. Apparently, she was right where she wanted to be, but how on Earth did she know that standing in exactly that spot she would cross paths with Tony Stark?
