The Joker hatches his insane plane to systematically poison Gotham City by dosing hygiene products such as hairspray, makeup and lipstick with a chemical called Smilex, which causes the victim to laugh themselves to death. This is first demonstrated on the news, when an unfortunate female reporter begins laughing inappropriately during a broadcast and then falls backwards off her chair, dying moments later. The Joker then interrupts the transmission to explain his plan in typically eccentric fashion. As the "cosmetics scare" sweeps Gotham, Burton cuts back to another broadcast at the news station, where two reporters are shown to be wearing no makeup whatsoever out of fear, causing the male reporter to have blemishes on his face and the female to have messy, unkempt hair. The Joker's plan is already extremely silly, but did Burton really need to waste more screen time on all this ridiculousness? More Batman!
