Before he heads to the Gotham Museum of Art to cause all manner of mayhem, The Joker is shown "putting on his face", which in this case means applying a ton of foundation to make himself look more "normal". Despite the expectation from audiences, especially those since reared on Christopher Nolan's Batman films, that The Joker's facial appearance was the result of makeup, the white and red colours are actually bleached skin, and his hair has also been dyed green rather than something he has applied himself. This leads to a curious reversal, in that The Joker then has to apply make-up in order to look normal, rather than merely remove his make-up as Heath Ledger's Joker did during the assassination attempt on Mayor Garcia. It seems very strange in 2015, but in 1989 it was pretty faithful to many of the comics' depictions of the character.
