It's easy to forget this considering how utterly inconsequential her role is in the movie and how ill-fitting she seems for the part, but yes, Drew Barrymore appears in the movie as Sugar, one of Two-Face's henchwomen, the sweet and light to the nasty and dark of Spice (Debi Mazar), who tries to tempt Two-Face with sparkling champagne, poached salmon, quail eggs and lemon soufflè. The pair are both ridiculously superfluous characters and, in Barrymore's case (who was only 19 years old at the time of filming), appear to reek solely of adding a little more eye candy to the movie.
