21. General Thaddeus "Thunderbolt" Ross - William Hurt (The Incredible Hulk)
While he may lack the sheer ferocity and scale of Abomination, General Ross is a far more interesting "villain" overall, because it's extremely easy to understand his motives, and he's far away from being a two-dimensional comic book baddie. Plus, William Hurt is always a credit to any movie he's in.
Yes, Ross essentially wants to ill-advisedly weaponise Hulking out for use on a grander scale, and he launches several aggressive assaults to bring Banner back into custody, but he has a simple, believable reasoning the entire time, and even ends up agreeing to release Banner in order to help take Abomination out.
By the time Civil War rolls around, he's not really much of a villain anymore, just a cautious politician with enormous skepticism over unrestrained "heroism". Hurt's delicious performance is truly what makes this superior to Sam Elliott's decent-if-forgettable effort in Ang Lee's 2003 Hulk.
