4. Captain Barracuda

Captain Barracuda is a modern-day pirate, often using highly advanced technological weaponry to assist him with his dastardly deeds, and his origins clash so contrastingly with Namor's that the juxtaposition would make for a very interesting on-screen rivalry. He could, perhaps, have heard of the legendary Atlantis and seek to invade, loot and pillage it, disturbing it from its long slumber as a peaceful civilisation and bringing Namor to the forefront of modern-age public domain and bringing him to the attention of the Avengers. He has used a number of advanced submarine-type ships, armed with a number of high-tech weapons, while he and his crew often carry a number of conventional and advanced forms of hand-held and automatic weaponry. Introducing him as a HYDRA agent seems like a very interesting idea too. Pirates are known to exist in the Marvel Cinematic Universe - as shown in Captain America: The Winter Soldier - so making Captain Barracuda in to a similarly modern type of pirate who ends up in conflict with the sea-dwelling Namor could certainly be a viable option.
