Bill and Ted are two high school losers with aspirations of being the greatest rock band of all time. Sadly they can't play their instruments and, if they fail school, one of them will be sent to military school thus ending their pipe dreams once and for all. When all seems lost the pair are visited by Rufus, a dude from the future (who looks like he's from the 1980s) who gives them the chance to ace their history project by travelling back in time and collecting significant historical figures to speak at their presentation. And thus a legend is born. Bill and Ted aren't very bright, so they would never have figured out time travel by themselves however they are ultimately the two most important and influential people of all time so perhaps it is indeed them that discover time travel somewhere off in the distant future.
