In short, he needs to be a character audiences understand and not just see as a mindless creature.

Kong isn't a traditional giant monster: he has the advantage of having an expressive face, which is something most movie monsters lack. But that's not enough - the film-makers need to make sure that the audience understands Kong, because connection is an incredibly important part of the sell.
