Like a small scale version of Sauron’s giving of the rings, some theorise that Saruman created a ring for Wormtongue to bind him.

The evidence comes from a comment made by Saruman in The Lord of the Rings where he refers to himself as a ring-maker. We know that he made a ring for himself but what if he began to forge them for others in order to build up an army of loyal followers?

While Wormtongue might not seem like the most powerful of followers, he was wholly devoted to Saruman and had almost completely managed to poison Theoden’s mind.

It makes sense that Saruman would follow the path of Sauron as well as he could.
