2. Palpatine Was Only Bothered With The Yuuzhan Vong

Warning: this entry includes some of the more extreme elements of the Star Wars Expanded Universe. If you want to still hold onto the misguided view that Star Wars is a rather simple story then skip to the last point. The Yuuzhan Vong War, which occurred about twenty-five years after the end of Return Of The Jedi, makes the Galactic Civil War of the original trilogy appear a rather trivial affair.

Extra-galactic beings with incredibly strong religious beliefs, the Vong killed 365 trillion denizens of the galaxy (among them Chewbacca) and almost destroyed the New Republic. So pretty serious then. They proved so dangerous because the galaxy was woefully unprepared for them. Although one theory posits that someone was gearing up to fight the Vong head on for decades; the Emperor.

With evidence of the Vong existing before The Phantom Menace, Palpatine created the Empire and started producing superweapons in direct preparation for a massive war. It trivialises the events of the movies, sure, but in the sweep of the whole mythology (which stretches centuries into the future and millenia into the past) it's something that makes the whole story more complex.

It also justifies the lazy narrative decision of Return Of The Jedi just repeating the Death Star; Palpatine desperately needed something that could destroy a planet (the Vong could terraform worlds with incredible speed), so of course he'd make another.
