7. The Scourge Of The Underworld

Who Is He? The Scourge of the Underworld was originally presented as a single character, but has since had his back-story fleshed out to become more of a concept. Initially, he was a creation of the Red Skull - created solely to be Schmidt's own personal assassin - but the Scourge was later revealed to be a title given to a number of individuals who would all operate as masters of disguise in order to get close to their victims/hits. He appeared a number of times in Spider-Man comic book arcs, most memorably including the time he attempted to kill Flash Thompson. How Could He Fit In? Depending on how Marvel wanted to present the character, he could either be Red Skull's personal assassin - in which case he could be used as a villain in the upcoming Agent Peggy Carter television series - or he could be a number of people, all of whom are vigilantes - in which case his methods could alert the likes of the Agents of S.H.I.E.L.D., who are more about capturing than killing, and they could look to put a stop to him. Giving him a HYDRA back-story would make this more feasible.
