Although it remains to be seen whether or not Hydro-Man actually features in Far From Home, prior to the announcement that the Elementals were involved speculation focused heavily on whether or not the character - who terrified children everywhere in the nineties Spider-Man cartoon - would feature in the film in one way or another.

Going by the name of Morris Bench, Hydro-Man first appeared in The Amazing Spider-Man #315, where he was promptly knocked overboard at sea and got caught up in a nuclear test. This transformed Bench into the watery monster known as Hydro-Man, and seeing as how Spidey played a part in his accident, the wall-crawler becomes his first target.

Footage from the set of Far From Home (as well as a trademark spoilery Tom Holland Instagram post), showcased a water-based action sequence of sorts, and it would make sense for the film to reimagine Hydro-Man as a part of that group, though presumably as an illusion too.
