5. Inspector Kate Moore - The Enforcer

Much to his chagrin, Inspector Callahan's superiors are always trying to push a new partner onto him - as if he can't handle the bad guys all on his own. In the third instalment of the Dirty Harry series (The Enforcer), it's Inspector Kate Moore's turn to ride in the passenger seat with the big man, and once again, he's not happy about it. And he has good reason not to be. Contrary to Moore's belief, his issue isn't with the fact that she's a woman on the police force, but that she's so grossly inexperienced, having only been given her job as a publicity move to promote more females on the force. In the mean city of San Francisco, that doesn't sit well with him. Her inexperience begins to show before long, as she struggles to keep up with Callahan's no-nonsense methods, instead doing her best to play things by the book. Her inability to perform is summarised wonderfully when Callahan apprehends a suspect within a church, only for her to show up a few minutes later, gun raised nervously and sporting her best "Nobody move!" stance. One more nervous tick and she'll have put more bullets in Harry than any of the guys he's chased down. For a man who spends his life looking over his shoulder, the last thing he needs is one eye on his partner too. In the usual style of the unlikely sidekick, Moore does prove her worth by the end of the case, but not before stepping on more toes than need be. Dangerously incompetent, her primary role in the film seems to be getting in the way. As her partner quips dryly, "Marvellous...".
