6. Magneto - X-Men

Magneto is one of only a few villains in pop culture that is widely acknowledged to be mostly justified in his actions.

Growing up as a Jewish man in Nazi-occupied Europe, Magneto witnessed the inhuman treatment of his family and friends in one of the worst moments of human history.

Discovering he was a mutant led Magneto to believe that humans would never accept his kind, and he was proved to be right repeatedly in his life. While Professor Xavier and the X-Men fight against his methods as they strive to co-exist peacefully, Magneto maintains that humans will always shun their kind, and that the only solution is war.

The problem with Magneto isn't that he doesn't want peace, but that he doesn't believe it to be possible. To his credit, his entire life's experience does heavily suggest this is true, and his plot in 2000's X-Men is simply to turn all of the world's leaders into mutants in order to prevent the scared politicians from passing anti-mutant legislation.

Questionable methods, certainly, but more that of a long-suffering man trying to save others than an out and out villain.
