Amber Heard's Mera has more in common with Scarlett Johanson's Black Widow than just the color of her hair.
Indeed, at various point in Aquaman, Mera breaks out some eerily familiar bits of action choreography and never gets the chance to be characterized as much more than just 'red-headed femme fatale with some red in her ledger'. But the similarities get even more overt than this.
Black Widow's first appearance in the MCU was in Iron Man 2, where she was introduced as a mysterious character who was attempting to introduce Tony Stark to the world of S.H.I.E.L.D. and she got one action scene. In The Avengers, she stepped up and got more screen time, as her questionable past became a central part of the plot thanks to Loki's villainous plan.
Mera's first appearance in the DCEU was in Justice League, where she showed up to try and talk to Arthur about Atlantis and she got one action scene. In Aquaman, she stepped up and got more screen time, as her questionable past became a central part of the plot thanks to Orm's villainous plan.
Because Mera is also in a relationship with Orm in the film (of course she is) the film also features her acting as a double-agent for pretty much the entire runtime, yet again, something Black Widow is famous for.
