Why She Needs To Come Back

As Scarlet Witch proved in Age of Ultron, Captain America's biggest regret is missing out on the life he was supposed to have, and Thanos channelling his fears and reviving Peggy to torment Cap would be a terribly fitting torture.

That might also explain why there's rumoured to be a flashback scene in the film.
