9. The Thunderbolts Appear

If you think that General Thaddeus Ross will have accepted the end of Captain America: Civil War as the full-stop on the government's attempts to regulate superhero activity, you haven't been paying enough attention to his arc in previous movies. He has very personal reasons to hate over-reaching, volatile heroes - not least the fact that one of them stole his daughter from him.

If anything, the fact that Captain America's heroes escaped and Tony Stark did precisely nothing to stop it will only have fortified his resolve to bring superheroes in line (or outlaw them entirely). And there's no way he's letting the escaped, underground heroes get away with evading his clutches.

So what if Infinity War establishes Ross' turn to more extreme measures? In the Civil War comic, the government hire supervillains to hunt heroes, and it would be great to see that sub-plot align with the traditional Red Hulk storyline of Ross forming a strike team of villains as the Thunderbolts.

Ross turning to that sort of extreme - and perhaps calling on existing villains like Helmut Zemo, Batroc, Blonsky/The Abomination, Shocker and even Justin Hammer - would make for a great added threat to further challenge the Avengers. And having Ross actually become Red Hulk during the two movies would be a stunning way to give fans something they've wanted for a long time.
